Main Purpose Of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations.

The Infectious Disease Prevention and Health Services Bureau (IDPHSB) responds to the syndemic of STI, HIV, viral hepatitis, and drug use. The Maryland AIDS Drug Assistance Program (MADAP), as well as HIV Prevention and Care Services, including the surveillance, monitoring and programming for viral hepatitis; and, Sexually Transmitted Infections (STI)' surveillance, prevention and treatment, are all included in the IDPHSB portfolio. Additional units in IDPHSB include our Office of Faith and Community-Based Partnerships, which manages our Statewide HIV Planning Group, and our Center for HIV/STI Integration and Capacity, which manages all workforce development and training needs in the State of Maryland, as well as deployment of our integrated behavioral health interventions.

In 2019, MDH established the Center for Harm Reduction Services within the IDPHSB. Such services in the Center include opioid crisis response, naloxone distribution, syringe services, and overdose prevention training and certification. The Ending the HIV Epidemic (EHE) team in the Office of the Bureau Director coordinates all aspects of Maryland's response to the federal initiative titled, 'Ending the HIV Epidemic: A Plan for America (EHE).' The EHE team works in partnership with the MDH's EHE's interprofessional workgroup, along with Maryland's named EHE jurisdictions, community-based organizations, Bureau leadership, and other public and private entities. Such collaboration is arranged to develop, implement and evaluate EHE activities.

The EHE team coordinates programs and strategic activities to achieve the EHE goals and objectives; oversee contracts for related activities; and, implement protocols for monitoring and evaluating the EHE initiative in Maryland. In addition, the EHE team provides leadership in the development, implementation and monitoring of jurisdictional and statewide EHE planning.

The main purpose of this full-time contractual position is to develop and manage programs, in order to achieve EHE goals and objectives, and address identified needs of people who are vulnerable to, or living with, HIV throughout the State of Maryland, including Maryland’s named EHE jurisdictions. This position will manage awards provided to LHDs for EHE implementation, including monitoring the implementation of activities for the achievement of outputs and expected outcomes. This position will also identify any challenges and technical assistance needs during implementation; conduct the provision of technical assistance, in order to address challenges and support the uptake of best practices; and, participate in Bureau quality assurance activities.

Furthermore, this position will lead the development and implementation of new programs and strategic activities, in order to increase access to integrated HIV/STI testing, as well as to linkages to prevention, health care and support services. To achieve this goal, this position will partner with stakeholders to develop program plans, based on identified needs. This position will also develop specifications for procurement of services; represent the program during the procurement process; and, oversee resulting contracts.

Finally, this position will lead internal workgroups to increase cross-center coordination of integrated testing and linkages programs, while assisting with the planning and coordination of engagement sessions with key stakeholders. This position will participate in local, regional, and Statewide integrated planning activities.

MINIMUM QUALIFICATIONS

Education:A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience:Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing the implementation of public health programs. He/she should also have professional experience with HIV/STI prevention and health services, along with experience managing grants, budgets, and/or projects.
